An accessory dwelling unit, or ADU, is a small, independent residential unit located on the same lot as your home. It could be a detached small home; or a basement apartment, attic conversion, or in-law suite.

The Plus One ADU program is giving 15 eligible homeowners low-or-no interest loans and grants to help them create ADUs.

More About Plus One ADU

Plus One ADU also provides homeowners with predevelopment and construction resources. The ultimate goal is to create more affordable housing while helping owners generate extra income.

Eligible Properties 

  • Are single-family detached residential homes  

  • Allow for two-family construction under the building and zoning code 

  • Can pass an inspection  

  • Need no major repairs beyond those needed for the ADU 

  • Comply with housing and building codes 

+ For basement conversions only 

  • Meet ceiling height requirements  

  • Are located outside the 2050 Stormwater Flood area and the 2100’s 100-year coastal flood zone 

Eligible Homeowners  

  • Must be owner-occupant 

  • Must not owe municipal arrears or be in an active payment plan 

  • Must be current on their mortgage payments 

  • Must not earn more than 165% of the Area Median Income for a two-person household 


Note: Preference will be given to homeowners at or below 100% of the Area Median Income – check the AMI chart.

The program combines low or no-interest capital loans and construction financing grants provided by the New York State Division of Housing and Community Renewal and the Housing Development Fund Corporation (HDFC).

How do I know if I qualify for the Plus One ADU Program?

Your space must meet certain zoning requirements, and your income can’t exceed certain limits. Your property must also pass a housing quality inspection.
